This study is oriented to explain the communication barriers of internal and external information in implementation of universal service obligation (USO) in many different areas in Indonesia. Analyzing the varieties of current references and literatures will be able to result the comprehensive classification. Divining manual based on communicative and organizational concept in government concerns the communication massage of internal and external organization. The hypothesis of this is that there is big obstacle of horizontal and vertical communication and external between central government, local government, equipment provider and servicer, and communication and technology network, village apparatus as well as society due to lack of socialization and coordination and writing rule as the implementation guidance of USO program. The existence of communication barrier hoped as source of Information and Communication Ministry and other stakeholders to form strategic path and solution to deliberately address the problems that could influence the advanced program by using USO budget.
